The Judiciary’s Committee on Artificial Intelligence and the Courts submitted its report to the Hawaiʻi Supreme Court on December 15, 2025. The public can view the full report by clicking on the above link.

The committee was established by Chief Justice Mark E. Recktenwald on April 16, 2024 in response to the emergence and rapid evolution of artificial intelligence in the legal community. The committee was co-chaired by Associate Justice Vladimir P. Devens and Circuit Court Judge in the First Circuit John M. Tonaki.

Equal Employment Opportunity Plan

The Hawaii State Judiciary Equal Employment Opportunity Plan (EEOP) as required by the U.S. Department of Justice Office for Civil Rights, is available. The EEOP is a comprehensive document that analyzes the Judiciary’s current workforce in comparison to the relevant labor market data to ensure full and equal participation of men and women regardless of sex, race, and/or national origin. Judges and justices are obliged to not permit personal financial interests to influence their judgment.  See Hawaiʻi Revised Code of Judicial Conduct, Rule 2.4; HRS § 601-7(a).  In most instances, a judge will voluntarily recuse from participating in a case when the judge’s interests or the interests of the judge’s immediate family might be affected.
