Facilities Use Application

As a public institution, it is the Judiciary’s policy to allow the use of its facilities by entities outside of the Judiciary for limited, occasional purposes. Such usage shall be authorized and administered in a fair and impartial manner.

The following link includes the Application for Use of Judiciary Facilities, Statement Indemnifying Judiciary Against Liability Claim, and Conditions of Use: https://www.courts.state.hi.us/docs/form/hawaii/facilities_usage.pdf. Please read, complete, and submit the applications to the respective building administrator (contact information below).

Scheduling and coordination of facility usage shall be the responsibility of the court administrator or program manager in charge of the primary operational activity within the facility. Please refer to the contact information below.

Administrators and program managers shall make initial assessment concerning the appropriateness and suitability of proposed uses of their facility, but shall obtain final approval from the Administrative Director of the Courts.

The Judiciary reserves the right to establish and collect reasonable fees to defray such costs as may be associated with the usage of its facilities. The Judiciary may also require that facility users be assessed for additional security and/or public health and safety requirements (e.g. the hiring of deputy sheriffs or police officers, additional expenses for janitorial and grounds services, special permits, etc.).

Proposed facility uses which would preempt or interfere with normal Judiciary business will not be permitted. Activities must also be consistent with the Judiciary’s mission and uphold the integrity of the Judiciary. Use of facilities also must not compromise normal measures and precautions for security, and public health and safety. The Judiciary reserves the right to limit or disallow the use of its facilities for any reason.

The use of Judiciary facilities shall at all times comply fully with applicable laws and regulations. Any person who uses or occupies court facilities/property without an approved Application for Use of Judiciary Facilities is not authorized or privileged to do so, and may be referred to law enforcement for trespassing.  (Note:  This does not apply to persons entering the premises for trials, hearings, appointments, filings, and other court or Judiciary business.)

In addition, this application form is required to be submitted and approved prior to any commercial filming or photographing on Judiciary property. News media interested in filming, videotaping, or photographing a judicial proceeding, can visit the Media guidelines page for further instructions.
