Draft EIS Published for Kona Judiciary Complex Site Selection

The Hawaii State Department of Accounting and General Services and the Hawaii State Judiciary have released
the Draft Environmental Impact Statement (DEIS) for the Kona Judiciary Complex Site Selection. The DEIS
is available for review on the Office of Environmental Quality Control website http://hawaii.gov/health/environmental/oeqc/index.html.

The DEIS identified seven Candidate Sites in the Kailua-Kona area for a new court complex to serve West
Hawaii. In March 2011, the Judiciary announced the selection of six Candidate Sites. Since then, a seventh
site, shown in the table below as Site G: Kealakehe (2), was added to the list based on discussions with
DLNR and after encumbrance of the parcel to the Hawaii Health Systems Corporation for hospital uses expired
without any action being taken.

The Kona Judiciary Complex will replace inadequate, separate facilities with a new, modern consolidated structure that will serve anticipated growth in the West Hawaii region. The seven Candidate Sites were evaluated and rated in the DEIS according to lot size, slope, access to utilities, roadway and pedestrian access, environmental resources, land ownership, land use classifications, community effects and other criteria. Acceptance of the Final EIS is anticipated by the end of the year. Following this, the final selection of a preferred site will be made by the Hawaii Supreme Court Chief Justice Mark E. Recktenwald which is projected to be sometime in early 2012.
