Judiciary Congratulates ʻEwa Makai Middle and Waialua High & Intermediate on Becoming Schools of Democracy

The Hawai‘i State Judiciary and the Commission to Promote and Advance Civic Education (PACE) celebrated ʻEwa Makai Middle School and Waialua High & Intermediate as the state’s first “Schools of Democracy” at the middle school level.
On January 27, 2026, both schools were recognized during campus ceremonies attended by area lawmakers, Hawaiʻi State Board of Education members, Hawaiʻi State Department of Education (HIDOE) leadership, school administrators, teachers, and students.
“Schools of Democracy,” a HIDOE program, was developed with support from the PACE Commission. The program showcases schools that excel in civic education, democratic participation, and empowering students to take an active role in their communities.
The PACE Commission, established by the Hawaiʻi Supreme Court in 2021, seeks to enhance civic education across schools and communities statewide. Through programs like the Civic Education Survey, Law & Justice Academies, and Lawyers & Judges in School initiative, PACE has mobilized members of the judiciary, legal professionals and others to share real-world civic insights and experiences with students.
Judge Sonja McCullen represented the Judiciary at the Schools of Democracy recognition event. She emphasized empowering youth as active participants in democracy. McCullen, an Associate Judge of the Intermediate Court of Appeals and a former high school teacher, reflected on the transformative power of civic education. Her remarks highlighted how hands-on learning deepens students’ understanding of government’s role in society and inspires lifelong civic engagement.
In 2024, Mililani and Maui high schools became Hawaiʻi’s inaugural Schools of Democracy, followed by Kalani and Kailua high schools in 2025.
The Judiciary and the PACE Commission remain committed to promoting civic education throughout Hawaiʻi.
