Brooks (left), U.S. Army Pacific commanding general, presented the award to First Circuit Court Judge Kubo on June 10 during a ceremony commemorating the Army’s 240th birthday. According to officials at U.S. Army Pacific, Judge Kubo was awarded this honor based on his unwavering support of soldiers and veterans. Judge Kubo established the Veterans Treatment Court in Hawaii, which provides a holistic approach to provide resources and treatment for veterans so that they may attain health, employment, and may return to society as law-abiding citizens.
